Below is the Border Force form that people can fill in to claim a duty refund. (not VAT). The commodity number is 9506 9110 00 and this clearly should not attract duty. You could add the phrase - NO DUTY APPLIES - to make it clear,  as Border Force are trying to make money and are adding duty charges when none apply!
